Things that I have heard so far about the investigation...
1. Skin head/White Supremacy paraphernalia was found at Dylan Roof's mothers house.
2. Mr. Roof was planning last night's massacre up to 6 months in advance per his roommate (Do not understand why the roommate would not have alerted the authorities to save 9 people lives)
3. Dylan Roof's intention of killing 9 minorities was to lead to a "Civil War", as of now I do not know if that term is interchangeable with race war.

Total mission creep. Who is going to best effect change in a community hurt by a tragedy like this? "Bureaucrats from main Justice in DC, or local community leaders? How well did those peacemakers do in Ferguson at quelling the anger and uprising? If I'm ignorant, you're a pompous ass. I worked in a USAO. I'm aware of what DOJ does. Disagreement over the mission of a federal agency =/= ignorance.

Can't it be both a hate crime and mental illness?
We're not going to know the whole story on this kid until the sentencing phase of his death penalty trial. The court will put the attorneys for both sides under a gag order. Soon the case will move out of state court when the feds take over the prosecution. I imagine it will go much like the Tsarnaev trial. Roof will have excellent lawyers defending him. If there are any mitigating circumstances like mental illness, they will be presented.

There are clearly elements of both here. Depending upon the degree of mental illness at play here, it may not be any crime at all. It is conceivable that this guy is so far gone as to be incapable of formulating the mens rea necessary for any conviction at all. However, we are a long way away from knowing any of those facts. What we do have is a group of completely innocent victims with families who have lost their loved ones. None of them will grieve any less by a quick characterization of the crime or its perpetrator.

He's already confessed and according to those who knew him, he was openly racist and carried this mass murder out in the most well-known, historically black church in the Southeast. Also, according to a witness he said he was there to kill black people because we rape white women and have taken over the country. What more do we really need to know about this before we "rush" to judgment?

Does that mean that anyone who kills because of a belief that the majority doesn't hold but a string minority does are mentally ill? Was bin Laden and the rest of the crew who committed 9/11 prima facie mentally ill?
