President Biden has approved the provision of U.S. cluster munitions for Ukraine, with drawdown of the weapons from Defense Department stocks due to be announced Friday. The move, which will bypass U.S. law prohibiting the production, use or transfer of cluster munitions with a failure rate of more than 1 percent, comes amid concerns about Kyiv’s lagging counteroffensive against entrenched Russian troops and dwindling Western stocks of conventional artillery. It follows months of internal administration debate over whether to supply the controversial munitions, which are banned by most countries in the world. Cluster weapons explode in the air over a target, releasing dozens to hundreds of smaller submunitions across a wide area. More than 120 countries have joined a convention banning their use as inhumane and indiscriminate, in large part because of high failure rates that litter the landscape with unexploded submunitions that endanger both friendly troops and civilians, often for decades after the end of a conflict. The United States, Ukraine and Russia — which is alleged to have used them extensively in Ukraine — are not parties to the convention. "moderate" to be for them? Interesting. I would love to see Ukraine mop the floor with Russia as quickly (ha, ha to that) as possible, but this strikes me as a bit sickening. Cluster bombs are bad news.

It's certainly nowhere near the top of most important things to grapple with in this situation, and it almost seems trivial to spend any time on it while Ukrainians continue dying under a brutal, unprovoked, and craven assault, but... Those who subscribe to liberal values are going to have to figure out how to deal with this sort of evil that has active or tacit mass consent without resorting to blanket, tip-toeing-up-to-essentialist sentiments like "No culture on earth embraces slavery like Russians do. It's quite incredible what they allow to be done to them." Wars of aggression do little to cultivate liberal attitudes toward the aggressors - quite the opposite. That's one of many, many reasons why you shouldn't launch wars of aggression! So the blame for this, too, largely falls on the Russian state and those who prop it up. But it's on us to not allow our own humanism to be warped by evil humans. That's important not just from an ethical, moral, philosophical, etc. standpoint, but also from a practical analytics one. You're going to find your perceptions of the situation and possible ways out of it badly skewed if you think that Russians are some hapless slave race.
