Seriously?
There are commuter trains to Poughkeepsie and to Danbury, Ct., too. That really has nothing to do with it.
Lots of New Yorkers consider White Plains to be upstate, for crying out loud. I think Brewster qualifies. Pretty sure I know whereof I speak on this one.

Brewster is south (barely) of I84.

We used to swim against them and I drove up there to watch girls' soccer games, too. Brewster's just a little further north. And I'm pretty sure still in Putnam, too. Upstate is north of Poughkeepsie in my book. Between Poughkeepsie and Peekskill is mid-Hudson Valley. South of Peekskill is suburban NY.

While this discussion of regional New York geography has been very enlightening, let us get back on subject or at least find another tangent... For the question asked previously about what would constitute a safe distance from ground zero, it seems like Tennessee is too close. thelede.blogs.nytimes.com/2010/08/30/fear-spreads-after-fire-at-tennessee-mosque-site/I know these are unrelated incidents, but it doesn't help the argument from the anti-mosque side that the location is the problem...

Everything north of Westchester is upstate. That is all. That's basically the 84 definition, except the 84 definition would include Brewster and Mahopac. I think it's kind of nonsensical to say that North Salem is downstate and Brewster is upstate.

Several posters asked about what, if anything, is being built on the actual Ground Zero. There is a story on that in today's NY Times. World Trade Center Complex Is Rising RapidlyFor those who may not know, one of the reasons for the lenghty process to build is the Port Authority. Actually, the "Port Authority of NY and NJ". Because the Port of NY -- NY Harbor, Hudson River, etc. -- is bounded by the State of NY and NJ, and because there are numerous bridges and tunnels (e.g. George Washington Bridge, Lincoln Tunnerl) that terminate in the two states, the Port Authority was formed as a Two State entity that also included the three major airports in the region -- EWR, JFK, LGA. There are so many overlapping and interwoven issues regarding all of these facilities that it was deemed essential to coordinate their activities. The Port Authority Leadership/board includes the Governors of both NY and NJ.... yes, LOTS of politics. Then you add in the Mayor of NYC, the Lower Manhattan Development Board, the various Commercial real estate interests, the 9/11 survivor organizations, and the aversion to renting space in a huge Skyscraper at the WTC that has TWICE been the target of attacks already. Not an easy situation. Nonetheless, progress is being made.
