you can't impose limits on the number of students living off campus. Students are a protected group in DC. They have the right to live where ever they want. You can't discriminate against them and put caps on how many of them can live in an area any more so than you could put a limit on the number of African Americans allowed to live in an area. Don't give them any ideas.

I'm probably older than most of the members of the ANC, but I found most of their suggestions laughable and moronic.

Comical. Students shouldn't be allowed to PARK in the neighborhoods? And it's the students that are the problem? I was going to respond along these lines, but one of the commenters on the WCP post did it much better than I would have: On parking, they presumably want the same deal the neighborhood forced on AU ten years ago: the university patrols the neighborhood and tickets any car they think might belong to a student. If it's not a student, the person can just ignore the ticket, with no consequences. If it is a student, the ticket is charged against their account.
And no, it doesn't matter if the student has a parking permit for that ward: it's a university regulation, so city parking permits are not relevant.

Once the new science building is complete, one of our first priorities has to be travelling back in time to avert that disaster. If that proves successful, maybe we even get WGTB's radio frequency back ... and sell the Hospital for top dollar in the late 70s.
