Another problem is that the ANC was redistricted in 2002(?), creating one all-campus seat and removing enough dorms from two other seats to ensure that only one student would ever sit on the ANC. (Previously there were two seats students had a chance of winning). This also had the effect of eliminating any need for other ANC representatives to work with students, as they are all in "resident"-safe seats. Does Campaign Georgetown still exist? Is there even a student ANC member still?

Yes, there's still a student ANC representative, Jake Sticka. I'm not aware of any active presence of Campaign Georgetown, but a new group DC Students Speak, seems to be trying to pull together a presence for all DC university students, and they were apparently involved with the petition.
(It was sad on Thursday's meeting, that the moderator, Mr. Solomon, referred to most ANC reps as "Commissioner Birch, Commissioner Jones", etc., but referred to Mr. Sticka as "Jack").

I'm not aware of any active presence of Campaign Georgetown, but a new group DC Students Speak, seems to be trying to pull together a presence for all DC university students, and they were apparently involved with the petition. (It was sad on Thursday's meeting, that the moderator, Mr. Solomon, referred to most ANC reps as "Commissioner Birch, Commissioner Jones", etc., but referred to Mr. Sticka as "Jack"). Yes that was VERY disheartening. Does Jake even go by Jack? But you know, I guess if a Hoya's going to be called by a different name, Jack is as good as anything!

That's one of the problems with a current student being the University's ANC rep. I've known several of the student commissioners and have an enormous amount of respect for the work they did under tough conditions. But the two during my time at Georgetown—Mike Glick and Brett Clements—were both guys who, at the age of 19, could clearly handle themselves in a room full of "adults"/neighborhood bullies. I think they were savvy, but also tough. When I think of how the rest of the ANC probably treats the student rep, I often imagine the scene in an episode of Family Guy where, for some reason, Peter hushes Lois with a degrading, "Men are speaking." I hope Jake is up to the tall order of handling that environment. Step One: make them say your name right.

So who has the burden of proof in this situation? The university to prove that they won't have a negative impact on the community? or the community to prove they are being negatively impacted by the university?

The ANC has formulated its recommendations. They are as well-informed, sensible, and reasonable as you would imagine: * New enrollment caps should be set lower than the current student population, in order to remedy past injustices. * Limits must be imposed on the number of students living off-campus, with further enrollment decreases if those limits are not met. * Magis Row on 36th Street should revert from undergraduate housing to accommodations for older faculty. * The University should not be permitted to acquire more property in zip code 20007 without approval from the Board of Zoning Adjustment. * University and Hospital buses should not be allowed to go through the neighborhoods, but rather enter and exit the campus via Canal Road only. * Students who commute to Georgetown by car should not be allowed to park in the surrounding neighborhood. * Georgetown should create a shuttle system to ferry students from M Street bars back to campus on weekend nights. * Georgetown must develop strong measures to address off-campus student conduct, treating parties outside the university gates, for example, as strictly as those inside it.

Honestly, as someone who lived as a non-student resident of the 20007, most of the residents are jerks to students and complain about them often. As a student resident of the 20007, most residents were jerks to the students...although the few we actually talked to seemed like reasonable, understanding people. Actually, I don't even know if it's all the residents...what is the participation in that local ANC, my parents never participated...in fact the only neighbors I knew that did were the most vile filled ones (most didn't even live next door to students!) Geez, they live in the city not the f'in suburbs...at least they don't have trolley cars going through their streets anymore.

you can't impose limits on the number of students living off campus. Students are a protected group in DC. They have the right to live where ever they want. You can't discriminate against them and put caps on how many of them can live in an area any more so than you could put a limit on the number of African Americans allowed to live in an area.
