here's a brief overview of recruiting rules and timeline stuff. i tried to provide some links as well. these rules are always changing so anyone else please chime in.
Committments: verbal commintments can happen at any time. National LOIs are not signed until oct/nov of senior season. verbal commitments are not binding agreements-- more friendly handshake. LOIs are binding agreements to the school and not the college coach. it is valid for 1 full academic year.
Visits: kids can take as many unoffical visits as they want on their own dime. They can got any school as many times as they want. Most of these happen sophmore/junior year. Kids can only take 5 official visits which are paid for by the school. They can only use 1 per school. Officials can not be taken until a kid's senior year.
Phone Calls: starting after june 15th of the sophomore year a college coach can make 1 phone call per month. this last until july (end of junior year). Then coaches starting in august prior to senior year can make 2 phone calls per month. this is the rule that kelvin sampsn did not obey. Also, a coach can call a kid even if he is visiting another school. Lane Kiffin recently learned this rule. Now, a kid or his parent/guardian can call the coach as many times as he wants on his own dime. With cell phones now coaches use text messages alot but i think NCAA is looking into this.
Recruiting Period: so recruiting happens all year long but there are dead periods, evaluation periods, contacts periods, quiet periods. contact period is when coach can visit kid off campus. quiet period is when only on-campus contact can be made. dead period is just as the name implies- no visits, no tickets. just phone calls allowed. Evaluation period is when coaches can evaluate players at games but not make any visits. here's a sample timeline for the past year:

The whole recruiting process is officially supposed to begin at start of freshman year but as we know it begins earlier with AAU coaches, elite camps, etc. billy gillespie/UK has been high profile in taking advantage of this. In fact, NCAA knows this goes on so they changed the rule last month and college coaches are allowed to recruit startin in 7th grade.
Dana Oneill article regarding gray areas of recruiting. she addresses the package deals which kansas st, memphis, usc and others take advantage of. NCAA also looking into this.
