I would name the Stamp Act and poll taxes as worse, to be sure. Frankly, I am not sure why this even qualifies for discussion- it is lower than the many other states' top tax rate and it attempts to spread the burden to those who can best afford it. Great move by Gov. Carcetti, sticking it to Montgomery County, too.

I nominate this:
"According to Massachusetts tax law, it is illegal to have a goatee without proper licensing. Not only is a small fee required to wear the facial hair in public, but one can actually be fined if a license is not presented to a law enforcement official upon request."
Geez, the Red Sox revenues alone should've been enough to keep the Commonwealth in the black for years to come. Hell, now that the Bruins are in the playoffs, free health care for everyone!!

The beard tax was originally a Peter the Great thing.
The tech tax in MD the Millionaire tax is replacing might have been worse but neither is good.

Not a tax pro here, but won't all of them be able to claim the higher state tax as a deduction on their federal returns? In essence, ~1/3 of the additional revenue from the millionaire tax is simply being transferred from the U.S. Treasury to that of the state of Maryland.

Yeah, you can deduct state income tax from your federal taxes. I don't actually think this is the worst tax ever -- I was simply hoping to stir up any supporters of regressive tax systems out there. I don't have problems with a progressive income tax system, and as Jack pointed out, this tax basically amounts to tweaking a system that was already in place in Maryland. What I do take issue with is the politicization of this issue -- Jack lauds the fact that this tax "sticks it to Montgomery County." Our tax system shouldn't "stick it' to anyone, IMO. Raising state income taxes on the rich seems to be a popular "quick fix" for ailing state governments (thanks, housing crunch) across the nation. Maryland's tax and other taxes like it give ammo to the large number of people in my state who think the introduction of a 1% Texas state income tax would lead down a slippery slope to high state taxation. State income taxes are not a bad thing, IMO. I wish Texas, which has one of the more regressive systems of taxation in the nation, would adopt one. But to me, Maryland's tax seems to be a political maneuver rather than good government, and gives state income taxes a bad name.
