What it means is that the NPS is going to go through a full blown environmental impact statement process before it makes its decision, which can take a couple of years.

This bureaucratic stalemate began 23 years ago.
Further adding to the mess is that GWU wants a boathouse as well and the brakes being applied are with this issue also around the corner.
The document outlines five choices:
1. Build it as designed, where designed 2. Cut the size by 20% and still build it there 3. Force a move to a new site at 34th and K, starting the process all over since Georgetown doesn't even own the land there 4. Build it farther up the river; or 5. No building allowed at all.

Well, the current site is west of the Key Bridge and 34th and K is on the more-developed east side of the bridge. Correct me if I'm wrong, but I think 34th and K is actually 34th and Water Street. I'm not sure how this option would work considering that they are currently renovating the waterfront into a nice park at 34th and K. Also there's still the potential of tearing down the Whitehurst Freeway. Also, congratulations in advance on your 2,000th post austinhoya...

Additional options create the illusions of hard work, careful analysis of all possible alternatives and the illusion of leadership. For any current students reading this, treasure the optimism you have before it is beaten out of you with sharp sticks.

Or, even worse, NPS had to create these illusions because the goal of this EIS is not to further NPS goals but to throw another wrench in the gears to appease other members of the DC and Georgetown communities. I realize that moving the boathouse to 34th and K/Water would put it on the other side of the Key Bridge, and there are good arguments for moving it east, I just seriously doubt any of those arguments have anything to do with environmental impact. Any environmental scientists out there? I am really curious as to what kind of impacts could be prevented by moving the boathouse such a short distance.

To my understanding, a bunch of rich Georgetown residents didn't like that their bike path would be harmed by this. What other reasons are there for this insane and continuing delay?
