Doyel all but flat out says that Dawkins either turned down the job, or removed himself from the running, although it sounds a bit like conjecture:

Dawkins probably is first in line when Coach K retires, and now that he has shunned Georgetown, his name might never surface again for a head coaching vacancy other than Duke's. Will he one day ascend to the Coach K throne? That's his gamble. Time will tell."
