To some degree, I think student attendance is fickle. We had good attendance in the 2005-2008 range because of (a) excitement over JT3 coming to the school and resurrecting the program and (b) our NCAA success. I have no doubt that if we have post-season success again, student attendance will improve.
Our student body is simply small and not basketball obsessed in a city where there are so many other things for people to do. We're never going to have devotion schools like Duke get, plus the fact that we have such a big home arena makes filling the place even harder.

When we are good, we easily draw more students. Duke's perceived support is created by success, a small arena, and an even smaller portion of that arena dedicated to the student body.

That alone probably diminishes our student attendance by a fair amount. I know a lot of people get up in arms that students won't make the trek to the Verizon Center (especially older alumni who had to go even farther out), but the fact is that if they could walk across campus to an arena, I bet a lot more would go. It's really too bad Georgetown didn't construct a 6,000 to 8,000 seat arena back in the 1950s or 1960s when the neighborhood (and space) wouldn't have been as much of an issue.

There you go, I undersold it. We've had seasons where the student section was regularly that large; I know we've had games where 1/3rd of the undergraduates are there.
