If I read this correctly (and admittedly I've just skimmed it), it appears that the NCAA Board has approved a new rule to prevent low APR teams from playing the NCAA tournament (or bowl games on the football side): link I don't think the new rule would take effect for several years. If the new rule applied last season, both UConn and Syracuse would have been ineligible for the tourney - along with SDSU, Purdue, Ohio State and some others.

If its implemented immediately, UConn will probably not be eligible for next year's tournament - they'd miss the number by a long shot. But it'll probably be delayed for a few years.

If this had been in place this season, UCONN would have made the tourney, but barely, since it is going to be based on the previous April's APR data (in this acse the April 2010 report)
They nicely wrote in some waiver options for schools that show marked improvement in their APR.
