Alright, let me say how I think it should go right now:
C-USA: 3 at-large bids. I don't think they'll get more. SEC: 4 at-large bids. Almost certainly. Big Ten: 3 at-large. Definitely. Pac-10: 3 at-large. Maximum, maybe 2. MAC: 1 at-large. Likely. MVC: 1 at-large. Pains me, but they'll get one. WCC: 1 at-large. Max. St. Mary's has to win out.
That leaves the best three with 18 to split.
So if: ACC gets 5 Big XII gets 6 and there are no conference tourney upsets in the Big West, Mountain West, or maybe the America East.
Give the Big East 7 at-large bids and just put all 8 teams in. Ease our mind selection committee.

When was the last March that there weren't any major upsets in conference tourney's? I think there will be at least three or four squads that could pull this off. Georgia Tech, Kansas St., Oregon, some squad is going to put together a stupid run and that will seal the deal. I hate to be a pessimist, but we need to win our way in versus backing our way in.
