I will be curious to see how they define a "handler". Kind of a nebulous term unless you use the Supreme Court approach - I can't define it but I know it when I see it. Also will be interesting to see how they break through tax law statute to make non-profit donors publicly available.
Seems like a good idea with a lot of logistics yet to be worked out.

I don't understand why they feel the need to limit these kinds of restrictions just to basketball recruiting. Even if basketball represents the worst cases (doubtful, given the competition over top football recruits), surely it can't be the only sport with recruiting issues.
Additionally, I can't take any reform proposals seriously if they don't address the influence the shoe companies have over high school and college athletics.
As for how to monitor donations to AAU programs, it's easy. Have a certification process that requires any program to open its books to NCAA examiners - any program that refuses to participate doesn't get certified. Any certified program that plays an uncertified program loses its certification. PLaying for an uncertified program raises a red flag (or worse) with the clearinghouse. Granted, the oversight is expensive, but the money that the NCAA can make by having a football playoff should be more than enough to cover it.

Laws are only as effective as the enforcement. Which, of course, for the big programs will be zero.

The difference between FB and BB is that FB recruiting is still almost totally HS driven while the HS's in BB have very little if any impact on recruiting - all BB recruiting has moved to the AAU and other post HS season leagues where coaches can see the top recruits in games against other top recruits instead of just against mediocre HS competition.
Recruiting football versus basketball is vastly different and in general football doesn't have the issues BB has. Not that it doesn't ever happen - but not very often in the scheme of things.
