Was there any truth to the story I heard when I got to GU about the flight path being changed to fly over campus because Marion Barry got ticked off at the school over something?

None whatsoever. The decision on flight paths is clearly that of the FAA and associated governmental agencies, not the District.

It is also Cabinet-level departments. In some respects, I think the flight pattern goes through Georgetown due to the no-fly zone imposed by Secret Service/DHS/FAA over downtown and the Mall area.

Agree with what you're saying, but DC does have some nominal input/control. Reason being that after 9/11, the FAA switched the flight path from going down the Potomac, to going essentially down Wisconsin Ave/355 from MD. However, after about 1 month, the outcry from residents was so high that the FAA reversed their decision and sent planes flying down the river again.
