According to most sources, the Vatican had a 5 person limit to official delegations. We have sent President Bush, Laura Bush, former President G.H.W. Bush, former President Clinton, and Secretary of State Rice.
I am disappointed that President Carter was not included. I say this not as a liberal, but as an observer. Secretary of State Rice is out of place because she is not a President or former President. Meanwhile, one could argue that Carter is more religious in thought, word, and deed than Clinton. Moreover, Carter received the Pope in the White House on his only official visit to the WH. Drudge is currently running a rumor that Carter was misinformed by the White House about what they were looking for in the delegation. If true, this is unfortunate and reflects poorly on the White House.

According to the AP, it looks like the U.S. had six, Chief of Staff Andrew Card being the sixth.
"Bush, his wife, Laura, former Presidents George H. W. Bush and Bill Clinton, Secretary of State Condoleezza Rice and chief of staff Andrew Card knelt before the pope's bier in St. Peter's Basilica for about five minutes, their hands clasped in prayer, after being ushered in by a side door."

I think Card might be along as an aide to the President and does not count against the limit, although I may be mistaken.

We should've sent five random Catholics instead of a who's who of commandment breakers. I mean, 5, 7, 8, 9 are probably right out, let alone some of the others.

Yeah, the snubbing of President Carter seems rather odd under the circumstances, and it certainly would have been fair to omit the newly minted Sec. State.
Then again, as SFH99 notes above, maybe they thought they'd just bring people who needed the opportunity to maybe get back in God's good graces...

There are conflicting reports about whether Carter was invited or not.
