Giving coaches fewer time outs is absolutely needed. With all the TV time outs, there simply shouldn't be as many discretionary time outs for coaches. And the refs need to do a better job when they go to the monitor to review plays. They should allow a maximum of 1 minute for reviews and get back to the game.

The easiest of the rules to implement across all divisions are timeouts and a new 30 second shot clock . I would reduce TOs from 5 to 4, with 1 use it or lose it prior to half-time, so only 3 carry over to the 2nd half. I would also add that a timeout taken at the time that would be a TV timeout, becomes the TV timeout. No more of these back to back TOs, one for the coach and then for the TV at the next dead ball. Also, no back to back timeouts by the same team, get it right during the timeout, bad preparation, bad results.
