If your definition of 'victory' in Iraq is a stable, democratic, and peaceful Iraq, then the deciding factor in whether we're victorious will be the Iraqis, not American troops. The reduction in violence needs to be accompanied by political progress within the Iraqi government and some sense of nationhood among the Iraqi people. Those aren't things that can be solved by a foreign military presence.

Al Qaeda is on their heels and on the run.” It doesn't say we have won the war. It says the surge, with all of its elements, has succeeded. Surely you lawyers or to-be lawyers can see the difference. By the way, what do people disagree with on the Post article I cited?

ed, if the article has an underlying premise that every single thing that has ever gone wrong, every single malody that has ever happened, every single illness that has ever been discovered as well as those yet to be discovered and every other negative quality in anyone's life ever is in fact George W. Bush's fault ... then and only then do they agree with the article. Therein lies the answer to your question.
