Pluses and minuses for 2003 school closings:
-: Blizzard locked me in Charlottesville +: Blizzard locked me at UVA in Charlottesville and canceled two tests and a paper -: I get a phone call about H20yaPolo's back injury +: ...which he sustained jumping out of a 4th floor Henle window into the snowbank below -: Isabel knocks out power for 4 days in Burleith and the contents of our fridge threaten to turn +: HoyaFinisher grills up enough meat to last at least a couple weeks -: Weird greenish sky at 11pm and strange winds +: 6 streakers blitz the neighborhood on two separate occasions.
As for driving, I'm pretty convinced DC hosts the worst drivers on the planet, and I'm including NYC, Paris, Rome and New Jersey in that statement.

Any discussion of terrible drivers needs to at least include Massachusetts residents.

never had a problem in MD in winter
and I'd venture to say ice can screw up many cities that are usually well prepared for snow

Back in olden times, there was the Blizzard of '96, just prior to returning from Christmas break. They didn't manage to get the streets plowed for a week, the Metro was totally screwed up and the federal government was supposed to come back for the first time after the shutdown the day the blizzard hit. DC allegedly had snow plows, but not the money to pay for their repairs, so we all waited and waited and waited... Some residents even banded together to hire their own snow plows. I just remember returning to DC, coming into Union Station and taking a cab. Once we got off M Street, all of the cars drove in the same worn 2 tire track marks up the streets. it was comical. Viva Marion Barry! I remember the Blizzard of 96. That's what sent me back to the Sweet Sunny South.
