I hope that Trumpkin's plan has failed and that a chastened Uncle Ted comes crawling back to the District to redevelop Cap One.
However, I'll await further definitive proof that the PY plan is dead.

Louise Lucas (D-Portsmouth) said the arena language will not be in the budget compromise that negotiators will release Thursday. “They’ve twisted my arm, they’ve bent my ears, and I still told them, ‘No,’” she said. While it seems like in the short-term the deal is dead, that doesn't necessarily mean they cannot try again another time. I don't really care about any of this as it concerns the Capitals or the Wizards, I really only care insofar as it helps/hurts Georgetown. And I think it helps Georgetown for them to stay in DC, so I hope an arena renovation occurs and they stay in DC.

How Virginia’s Caps, Wizards arena plan got blocked by state lawmakers A few months ago, there were three avenues for Virginia state lawmakers to approve a new sports arena for the Washington Capitals and Wizards. What’s left now is more like a dirt road. Virginia Gov. Glenn Youngkin (R) and the teams’ owner, Monumental Sports & Entertainment executive Ted Leonsis, announced in December that they had reached a nonbinding agreement to move both professional sports teams to a new arena in Alexandria. As they unveiled renderings of what would go in the Potomac Yard site, they conveyed a sense that the plan was all but certain. This sounds like a total fumble by Youngkin and Leonsis. In the diplomatic world, leaders only meet to issue a joint communique announcing agreement AFTER completion by the staff of all the work to hammer out such an agreement. The two entitled business executives simply ignored a necessary party to the transaction, i.e., the Virginia legislature, to the say nothing about the citizens of Virginia, until it was too late. The price to extract an agreement now may be too high to save the deal. Uncle Ted, please enjoy your humble pie and return to the District with hat in hand to renovate Cap One Arena. They hit it off — the billionaire team owner and state Sen. L. Louise Lucas, the Democrat from Portsmouth who rose from shipyard worker to become, at 80, a force in Richmond. He sized her up: “You’re a badass,” he said, which she loved. But after 40 minutes chatting at her Richmond hotel last week, Lucas remained firm. The $1.5 billion in public debt the governor had pledged for the arena was too much. Her opposition leaves the project hanging by a thread, and left Youngkin (R) fuming. “It befuddles me,” he said at a news conference Thursday below the steps of the State Capitol, Lucas smiling down on his dismay from the portico above. Youngkin, a multimillionaire former private equity chief, had marshaled his Harvard MBA and all of his business experience, plus that of his team of high-finance advisers, only to run up against a humbling Richmond truth: A governor is not a CEO. I don't know Leonsis, but wonder how mad he is that his number two, Monica Dixon, failed to get this through. She is a supposedly top political operator with deep connections to several Virginia officials.

In the Post article linked above it sounds like Leonsis/Dixon took the bad advice of Youngkin in not reaching out sooner: Although Youngkin regularly contacted Lucas with phone calls or through his staff on the arena and other matters, three people familiar with the situation said Leonsis delayed meeting with Lucas, in particular, because of guidance from the governor’s team.
