FBI used Triggerfish on Cohen per warrant application. Used not only in criminal matters but foreign counterintelligence investigations as well 19 pages of the campaign finance violation redacted. There's likely more indictments in the offing in this aspect of SDNY's prosecution.

Mueller follows the rules. He will follow the current OLC opinions that a sitting President cannot be indicted. That being said, SCO's findings will be briefed to Congress on both Trump's conduct with respect to obstruction to House and Senate Judiciary Committees and the foreign counterintelligence investigation to HPSCI and SSCI (much of which may remain classified). It is now in the Congressional lane. Furthermore, the USAO, NSD, and Criminal Division still have investigations which will proceed even with SCO standing down. Mueller stuck to his jurisdiction and spunoff other cases/investigations.
99.9 % of the foreign counterintelligence investigations I handled in the six years I spent at NSD did not result in criminal charges. Our mission was to identify the threat and neutralize it. Most of the time criminal prosecutions could not or would not be brought.
If you look back in this thread I'm certain I said last summer it was unlikely to get to a criminal conspiracy but more likely that Trump's financial misconduct was likely to be exposed.
