Yes, they do have jurisdiction to comment on District actions in the Potomac. The ANC boundary includes the entire portion of the Potomac adjacent to Georgetown. This makes sense.
If I recall correctly, the District has jurisdiction over all of the Potomac, right up to the Virginia side and even including some land on the Virginia side in a couple of places.
The real question is what District laws actually govern this. I know the Zoning Commission has said before that they have jurisdiction over structures within the water.
And never mind the ANC. The Old Georgetown Board would flip out (if they even have jurisdiction).
