This article by former Marine Philip Klay is long but well worth reading. Does anyone have confidence that Trump can articulate a coherent strategy for Syria? I'm just an old guy who spent his time in the Middle East and was there during the Arab Spring, and was drinking with a Trump supporter who I've known for 30 years -- who, coincidentally dodged the draft during Vietnam yet managed to join the VFW! Go figure. And I didn't call Trump anything different than his own Secretary of State did absent the obscenity. And have you ever tried to have rationale discourse with a Trump supporter -- it doesn't work. So gotta let my frustrations out otherwise I'd have been in a bar fight.

A "one time shot" per Mattis probably does not require Congressional approval (probably okay under the War Powers Act) but to "sustain this response" per Trump probably requires Congressional approval. But foreign policy experts The Fix spoke to after Trump's first Syria strike a year ago say Trump is probably okay launching one or even a couple of strikes on his own without Congress's permission. That's because the War Powers Act allows the president to take some military action on his own, as long as it's more of a one-off thing and not long-term. www.washingtonpost.com/news/the-fix/wp/2017/04/07/is-president-trumps-strike-on-syria-constitutional/However, the fact that we have 2,000 (double the number we had a year ago) troops in Syria under the 2001 AUMF is a problem that has never been cured. It was discussed a year ago and no steps have been taken to engage the Congress for a new AUMF. IMHO, the salutary effect of securing a new AUMF is that it forces the administration to actually articulate a strategy for the Congress and the American public to see. It also forces the Congress to have an actual debate over what strategy is in the national security interest of the country. As we wrote before Trump’s announcement, there is no apparent domestic or international legal authority for the strikes. Although the United States has not offered a formal legal argument, a number of legal theories have been floated in recent days.
